The Louisiana Animal Shelter Registry (R.S. 3:2366) will go into effect January 2017. The Louisiana Animal Welfare Commission will establish and maintain the Louisiana Animal Shelter Registry enabling the commission to carry out its duties (R.S. 3:2364). All public animal shelters owned and operated, or designated for the purpose of impoundment of animals by any parish, municipality, or other subdivision of the state, are asked to register their agency/shelter on or before the first day of February of each calendar year.
Online Registration Process:
To register your shelter/agency online, please complete these steps:
1) Complete the Louisiana Animal Shelter Registry online form.
2) Submit shelter statistics online into the Basic Animal Data Matrix using the Shelter Animals Count online database. Please visit the Shelter Animals Count website for steps on how to set up an account and complete the online Basic Animal Data Matrix. http://www.shelteranimalscount.org
The registration includes a request for a narrative stating whether your municipality or parish has adopted or is planning to adopt an ordinance establishing minimum standards for animal shelters within the jurisdiction to comply with standards listed in the Louisiana Revised Statutes (See Louisiana R.S. 3:2461). A second narrative is requested asking to report your shelter’s efforts to comply with mandatory spay/neuter laws and the methods of ensuring compliance employed by your shelter (See Louisiana R.S. 3:2472). Manual Registration Process:
To register you shelter/agency manually, please complete the following steps:
1) Download the Louisiana Animal Shelter Registry manual form and the Basic Animal Data Matrix manual form. Complete both forms either in writing or electronically.
2) Once completed, please email, fax, or mail forms to LAWC on or before the annual February 1st deadline.

Once received, LAWC will enter all information submitted into the state Animal Shelter Registry and submit statistics into the online Basic Animal Data Matrix through the Shelter Animals Count database on behalf of the shelter.
